Any municipality or group of municipalities which voluntarily avail themselves of the benefits of this chapter shall match in the proportion hereinafter provided, the funds allocated to them by the Secretary of Agriculture, in accordance with the regulations that to such effects may be adopted and promulgated.Upon prescribing the regulations, the Secretary shall take into consideration, among others, the following factors:(1) The amount of the contribution offered by the applicant;(2) the nature, cost and location of the work, improvement or facility to be constructed or to be provided, and(3) existing facilities in the area.
