The Secretary of Agriculture shall promote the construction of slaughterhouses to serve groups of municipalities in accordance with the needs of different geographical regions of Puerto Rico.It shall be an essential condition for the granting of incentives to such groups that the latter enter into a previous agreement as to a plan for the administration of the slaughterhouse, and that such agreement, after being adopted by the respective municipal legislatures, be submitted to the Secretary of Agriculture and that he approves it.
