The sum of four hundred thousand dollars ($400,000) is hereby appropriated from unencumbered funds in the Commonwealth treasury to the Secretary of Agriculture and he is further authorized to incur obligations up to the amount of six hundred thousand dollars ($600,000) to carry out, during Fiscal Year 1968-69, the incentive plan provided herein. Sums necessary for the development of the program in subsequent fiscal years shall be set aside annually in the General Budgetary Act of the Commonwealth of Puerto Rico.
