In the event that the buyer, during the year counting from the transfer of ownership of the real property has failed to renovate the acquired property, or has failed to carry out the consolidation, when a consolidation is possible, the municipality may exercise a conventional retraction action pursuant to the provisions of §§ 3901-3914 of Title 31.
