Committee members who are government officials shall render their services ex officio; therefore, said members shall not be entitled to receive wages, per diems, or allowances while discharging any functions, duties, and powers under this chapter. The Secretary of the Department of Natural and Environmental Resources may authorize the payment of per diems to members representing nonprofit organizations, the private sector, and private universities. Payment of per diems shall be made from the funds of the Department of Natural and Environmental Resources or the fines collected as a result of the enforcement of this chapter.
