(a) Committee members may designate authorized representatives to substitute them at meetings when they are not able to attend. Such designation shall transfer the duties, functions, and powers of the member to his/her authorized representative for the duration of such representation.(b) Authorized representatives of the members of the Committee who are government officials shall be employees of the corresponding agency.
