The Committee shall evaluate the applications in the order they are received. All Committee members shall participate in the evaluation and exercise their judgment freely and uninfluenced by any interested party. Committee members shall rate applications according to the fulfillment of each parameter established pursuant to the general evaluation criteria and the municipality classification provided in this chapter. The ratings shall be recorded on a form designed by the Committee for this purpose.
