(a) The Department of Natural and Environmental Resources shall carry out a campaign to raise awareness on this chapter in all municipalities. The campaign shall be aimed at providing information about the scope of the chapter and promoting plans, projects, and programs that municipalities can adopt to meet the evaluation criteria. The campaign shall be conducted twelve (12) months prior to the year of designation and shall not exceed (2) months, with the exception of the first year of designation, in which the campaign shall be conducted in municipalities only in November of 2010.(b) The Department of Natural and Environmental Resources is hereby authorized to accept, on behalf of the Commonwealth of Puerto Rico, any donation or monetary contribution from any natural or juridical person, whether public or private, necessary and convenient to accomplish the purposes of this chapter.
