When a municipality has established the construction line of a street in the urban zone of the municipality, or of a road in the rural zone, and the property that is contiguous to the street or road is separated from said construction line by land belonging to the municipality, the municipality may sell the land it owns to the owners of the property immediately contiguous to it by ordinance, without requiring public bidding.
