The Excavation and Demolition Coordination Center is hereby created, attached to the Department of Transportation and Public Works, to develop and implement coordination mechanisms to protect underground installations against damages caused by excavations or demolitions, and to establish the One-Call System for the prompt receipt of excavation or demolition notices and immediate transmission thereof to operators, pursuant to the provisions of this chapter. The sole function of the Center is to develop and implement mechanisms to coordinate excavations and demolitions. It shall not issue excavation or demolition permits.
