The Department of Transportation and Public Works shall develop and enforce an educational and orientation program for public service companies (public or private), excavators or wreckers and the public to provide them with information about the prevention of damages caused by excavations or demolitions, the duties of the Center, and the duties and responsibilities imposed by this chapter or through regulations to such effects.
