Nothing of the herein provided shall be construed to exempt any person, public agency, quasi-public agency, municipal agency, excavator or wrecker, or others, from compliance with other laws, regulations or ordinances that require permits or authorizations, prior to carrying out the activities herein covered. Neither shall this chapter be construed to confer rights other than those herein provided. The failure to comply with the obligations established in this chapter shall be the exclusive responsibility of the person who incurs the same and shall not exempt the same from obtaining any other permit required by law.
