The Public Service Commission shall devise a model plan which shall be implemented initially in the metropolitan area, and when deemed necessary, in all or part of the jurisdiction of Puerto Rico. Immediately after the approval of this act, the President of the Public Service Commission shall provide the Secretary of Transportation and Public Works with a copy of the implemented model plan, as well as of every document and information related to the process of devising and implementing said plan.If the Secretary of Transportation and Public Works deems it necessary, he/she may modify the model plan devised or implemented by the Public Service Commission, or may devise a new model plan to take effect prospectively.
