The consequences of non-compliance with the main obligations by any of the parties, shall be stated clearly in the delegation agreement and can provide a financial penalty for non-compliance and its resolution. In such cases, the powers, duties, functions, responsibilities or activities delegated shall revert to the delegating agency and, after an audit and inventory, the municipality shall return the property, personnel and unused funds transferred, and the Governor may require the municipality to pay the penalty agreed upon.\nHistory —Aug. 30, 1991, No. 81, § 14.008.
