The Office of the Commissioner of Municipal Affairs (the Commissioner) shall promulgate the norms, guidelines or regulations needed for the municipalities to account for the transactions authorized by this §§ 5821–5831 of this title, the drafting of budgets and the submitting of the financial statements of the municipalities.\nHistory —Jan. 26, 2000, No. 42, § 11.
