(a) Except in case of an emergency, as provided in § 6027 of this title, after the Legislature and the mayor have approved an ordinance or resolution authorizing the municipality to incur an obligation under this chapter, the Secretary of the municipality shall publish a notice of approval of the ordinance or resolution at least once in a newspaper of general circulation in Puerto Rico and shall affix said notice in at least two (2) public places in the municipality. The notice of approval of the ordinance or resolution shall be substantially similar to the form provided below:\nOrdinance (Resolution) No. ___, Series ___, entitled 'Ordinance (Resolution) to Authorize the issue of $ ______, in (General Obligation) (Special Obligation) (Revenue) (Refinancing) Bonds of 19 __, of the Municipality of ____________, Puerto Rico, (and the issue of $ ______, of Notes in Advance of Bonds) and providing for the payment of principal and interest on said Bonds' has been approved by the Assembly on the ___, of ________, of 19 ___, and approved by the Mayor on the ___, of ________, of 19 __.\nThis ordinance (resolution) shall become effective immediately after the date of publication of this
