The Board shall be deemed an individual administrator pursuant to the provisions of the Public Service Personnel Act of Puerto Rico, Act No. 5 of October 14, 1975.The Board, upon consultation with the Government Ethics Office, shall promulgate an ethics regulation to regulate the relationship between its personnel and the telecommunications companies.
