The Authority is empowered to sign any type of purchase contract and supplies and services contracts without resorting to a competitive bidding process.The Board of Directors of the Authority shall establish the procedures and practices that shall regulate the administrative phase for the acquisition of goods and services, in order to guarantee the best interests of the Authority and sound public administration.
