The agency in charge of enforcing this part shall be known as the Public Service Commission of Puerto Rico. All orders and authorizations shall be issued in the name of the Public Service Commission of Puerto Rico, and all proceedings instituted by the Commission shall be in the name of the Commonwealth of Puerto Rico. It shall have an official seal with the words 'Public Service Commission of Puerto Rico' and of such design as the Commission may prescribe.
