No authorization shall be granted which affects a municipality in the use of its streets or plazas without giving the mayor or municipal legislature affected an adequate opportunity to be heard. The Commission shall have authority, after such hearing, to settle disputes between a municipality and a public service company or private carrier, in relation with the use of the streets and plazas of said municipality.
