Whenever the Commission shall believe that any public service company, private carrier, or person is violating or about to violate, or will refuse to comply with any legal provision, ruling or decision of the Commission, or any final judgment rendered, the Commission may, through the Secretary of Justice, institute in the Court of First Instance, on behalf of the Commonwealth of Puerto Rico, the proper legal action to prevent such violations or to enforce compliance. This same power is granted to the Secretary of Justice for him to institute motu proprio the proper action to prevent such violations or noncompliance.
