(1) Each rating organization and each insurer which makes and files its own rates shall provide such means as may be approved by the Commissioner whereby any person or persons affected by a rate made by it may be heard in person or by his authorized representative before the governing or rating committee or other proper executive of such rating organization or such insurer on an application for a change in such rate.\n(2) Any person affected by the action of such rating organization or insurer taken upon such a hearing may, within thirty days after written notice of such action, appeal to the Commissioner, who, after a hearing held upon not less than ten days’ written notice to the appellant and to such rating organization or insurer, may affirm or reverse such action.\nHistory —Ins.
