The findings, determination and orders of the Commissioner made after notice and hearing, pursuant to this chapter, shall be subject to review by the Court of First Instance. In the event of final determination against any insurer, the amount of any overcharge received by such insurer during the pendency of such proceedings, with interest thereon, shall upon demand be refunded by such insurer to the persons entitled thereto.\nHistory —Ins.
