Every licensed health services organization which maintains a smaller deposit than what has otherwise been required under this Code may continue as such without immediately increasing its deposit, if in each of the four (4) years immediately following the effective date of any increase in the requirement, it increases its deposit by a proportional amount which is needed to reach the amount otherwise required, within said four- (4) year period.
