Except as otherwise provided in this Code, the adjudication procedure may be initiated upon request of the Commissioner or the filing of a request in writing by the aggrieved party as provided in § 251 of this title.The notice of the hearing shall be issued and the hearing proceeding shall be held pursuant to the provisions of the Uniform Administrative Procedure Act.
