The Antitrust Affairs Office, attached to the Department of Justice, the Secretary of Health and the Insurance Commissioner shall adopt regulations as convenient and necessary for the implementation of the provisions of this chapter. Such regulations shall be approved within a term of sixty (60) days as of the date of effectiveness of this act. If these agencies should fail to comply with this mandate, the Court of First Instance may be resorted to by means of a mandamus. Likewise, they may be prosecuted for a misdemeanor, and upon conviction, a fine of up to ten thousand dollars ($10,000) may be imposed on the head of the agency in his/her personal capacity.
