(1) The Commissioner shall revoke or refuse to renew a license immediately and without hearing upon conviction of the licensee under final judgment of a felony or a crime involving moral turpitude or of a violation of this Code.(2) For causes other than those stated in subsection (1) above, including those set forth in § 953f of this title, the Commissioner shall only suspend, revoke or refuse to renew a license:(a) Through an order given to the licensee at least fifteen (15) days prior to the effective date of said order, subject to the right of the licensee to be heard and while the hearing is held to those effects, the license shall be suspended, or(b) through an order given to the licensee after the hearing has been held, effective as of not less than ten (10) days after the order has been given.
