The Commission shall meet and take those actions that are consistent with the provisions of this Compact.\nAll members of the Commission shall be entitled and have the power to cast their vote to which the subscribing state is entitled and to participate in the work and affairs of the Commission. Every member shall cast his/her vote in person or through the means provided through regulations. The regulations shall provide for the participation of the members at the meetings through a path or other telecommunication or electronic communication means.\nThe Commission shall meet at least once every calendar year.
