The Commissioner shall conduct a study at least every three (3) years on the effectiveness of the provisions of this chapter. The report shall analyze the effectiveness of the provisions of this chapter in promoting rate stability, product availability, and coverage affordability of health plans for PYMES employers. The report may contain recommendations for improvements to the overall effectiveness, efficiency, and fairness of the small group health insurance market. The report shall address whether issuers and producers are fairly and actively marketing or issuing health plans to PYMES employers in accordance with the purposes of the chapter.
