Except as otherwise specified, this chapter shall apply to all health insurance organizations or issuers.\nNone of the provisions of this chapter shall limit or in any way impair the legal powers of the Office of the Patient’s Advocate, the Medical Discipline and Licensure Board, or the Puerto Rico Health Insurance Administration to initiate, investigate, process, or adjudicate new or pending grievances.
