Every engineer or architect who, upon submitting a certificate of a plan or project, willfully offers false information, or the design of the work does not conform to the regulations, or who states facts or dimensions which are not true or correct, or furnishes to the Permit Management Office false information or facts, or conceals information for the purpose of obtaining the issuance of a construction or use permit, shall be guilty of a misdemeanor and upon conviction punished by a fine of not more than five hundred dollars ($500) or imprisonment in jail for a term not exceeding six (6) months, or both penalties, in the discretion of the court. In addition, the court shall establish a period of not less than three (3) months nor more than three (3) years during which said person shall be disqualified to submit certificates for the purposes of §§ 42a—42i of this title.
