The Department of Housing is hereby authorized and directed to prepare and furnish, free of charge, to low or moderate income persons or families who do not have dwellings of their own, model plans for residential buildings up to an estimated cost that shall not exceed twenty thousand dollars ($20,000). Said sum shall increase five percent (5%) every six (6) years. Provided, however, That the same sum shall never exceed the maximum cost determined by the Department of Housing for an affordable housing unit.
