As of the effective date of this act, the Secretary of Education shall design and put into execution a plan for the development of extracurricular activities geared towards orienting students, parents and teachers about their legal rights and responsibilities, in order to complement their knowledge of the government programs related to the safety of the inhabitants. As part of this plan’s objectives there is the hope of integrating the community, the parents and teachers in the efforts leading to strengthening the area of public safety. The Secretary of Education may carry out said activities in coordination with the Department of Justice, the Police of Puerto Rico and any other agency or instrumentality whose functions are related to said plan and may also enter into collaboration agreements to review those functions assigned to it by law including, without it being understood as a limitation, those assigned in §§ 141—141 l of Title 18, known as the 'School Security Corps Act'.
