It shall be the duty of the Department of Housing to present before the Board the existence of circumstances which, in its judgment, justify the declaration of a 'floodable zone' in the urban or rural zone of a municipality, with the exception of the coastal zone, in which case, the Department of Natural and Environmental Resources shall be responsible thereof, pursuant to the provisions of this chapter.
