It shall be the duty of the Municipal Revenues Collection Center, the Planning Board and the Municipality of San Juan, to adopt all those pertinent measures and regulations in order to divulge among the [citizens of Puerto Rico] citizenry the existence of this chapter and of the exemptions and benefits granted therein, so that the [citizens of Puerto Rico] citizenry may take advantage of said benefits.Such task shall be completed immediately after the approval of this act, in order to give strict compliance to the provisions established herein.
