Any natural or juridical person, whether for profit or nonprofit, duly authorized to conduct a business in Puerto Rico, may enter into this kind of agreement with the Government of Puerto Rico, always subject to full compliance with the requirements established in the regulations to be adopted, pursuant to the provisions of this chapter.
