When the engineer or architect who designed the specialized phase submits to the agency concerned the duly certified plans and other documents for the purpose of obtaining an endorsement or approval of construction, the agency shall issue the corresponding endorsement or authorization, based on compliance with the regulations established pursuant to § 73a of this title and on the certification submitted by the engineer or architect, and shall file a copy of said authorization along with the plans and other documents submitted.Approval must be given as soon as possible and this should never take more than five (5) working days, except for the provisions of § 73e of this title.
