The Environmental Quality Board, created by Act No. 9 of June 18, 1970, and the Department of Natural and Environmental Resources, are hereby exempted from the application of the provisions of §§ 73—73 l of this title regarding those cases in which locally applicable federal legislation establishes other requirements and provisions for the granting of permits, which are incompatible with §§ 73—73 l of this title.
