The Commission shall approve its operating budget annually, which shall be financed through a fund that shall be nourished with contributions from the professional associations. The professional associations shall contribute to the fund in proportion to the income from sale of stamps at a rate of eighty (80) percent from the College of Engineers and Surveyors and twenty (20) percent from the College of Architects and Landscape Architects.
