On the opening of each regular session of the Legislature of Puerto Rico, the Governor shall submit to it a special budget in which shall be stated all the expenses of the Commonwealth Government not included in the regular budget, and including payments for the public debt, which are to be paid from special taxes levied by laws of the Legislature of Puerto Rico or from other sources of income.
