The Secretary of the Treasury of Puerto Rico shall request of, and obtain from, the heads of departments and dependencies of the Commonwealth Government all reports and statements which in his opinion should be rendered in connection with these special budgets, which shall serve as a basis for the special budget of appropriations for the consideration and approval of the Legislature of Puerto Rico.
