Concerning the acquisition and development of the computer systems as itemized in this chapter and all pertinent expenditures, the Secretary of the Treasury is hereby authorized to pay all those costs incurred with regard to the [issuance] of bonds and notes authorized by this chapter. Any discounts, charges for pledges or syndication or any similar charges payable on account of the [issuance] of bonds and notes shall be included in the computation of the price or prices at which said bonds and notes may be sold, pursuant to the provisions of this chapter.
