The agencies and instrumentalities of the Commonwealth of Puerto Rico in charge of the programs for which the proceeds from the sale of the bonds issued under the provisions of this chapter are to be applied, are hereby authorized and empowered to acquire, on behalf of the Commonwealth of Puerto Rico, or on behalf of said agency or instrumentality, as the case may be, by donations or by purchase, to acquire whatever chattels or equipment they may deem is necessary to carry out public improvements in the area of information technology authorized according to the provisions of this chapter.
