When the boundaries of each municipality and its barrios have been determined in the aforesaid manner, the said map shall be official, and all governmental organizations of Puerto Rico shall take cognizance thereof, including the courts of justice, and changes or modifications of boundaries and names of the municipalities and barrios in said map shall be made solely by the Legislature of Puerto Rico, through an Act approved to that effect.
