Every work carried out by the Corporation, whose total cost exceeds fifty thousand dollars ($50,000), shall be made through public bidding. The bid shall be awarded to the lowest responsible bidder. All and each one of the bidding forms received as the result of a call for bids may be rejected should it be considered that the bidder lacks responsibility, if the proposal is not in accordance with the terms and conditions of the call for bids or should the quoted prices be considered unreasonable.
