In the works or projects carried out by the Corporation or its subsidiaries, or by any private agency or entity, within the scope of the New Center of San Juan, no discrimination shall be established for reasons of race, color, birth, origin or social condition, or because of political or religious ideas. Every contract granted by the Corporation or its subsidiaries, with any agency or private entity, for the carrying out of any work or project, shall contain a clause to such effect and this clause shall also be included in any subcontract granted by any agency or private entity which is a party in a contract, of those herein mentioned, with the Corporation. Violation to the provisions of this section by any person shall constitute a misdemeanor and upon conviction thereof shall be fined by not less than five hundred dollars ($500) nor more than two thousand dollars ($2,000) or imprisonment in jail for a term of not less than one (1) year, or both penalties in the discretion of the court.
