The Secretary of Transportation and Public Works is hereby empowered and directed to proceed, following the decision communicated to him by the Governor, and chargeable to the Monument to the Puerto Rican Soldier Fund, to acquire the lands and/or erect the structures or works of which the Monument to the Puerto Rican Soldier herein provided is to consist. The Secretary of Transportation and Public Works is also hereby empowered to receive, in the name of the Commonwealth of Puerto Rico, such donations in materials and/or properties as may have been procured by the Committee in accordance with § 174 of this title.
