(a) A Special Fund is hereby created in the Department of the Treasury, under the administration of the Commonwealth Historic Preservation Office, attached to the Office of the Governor, hereinafter 'the Office.' This Special Fund shall be initially [started] by the sum of five hundred thousand dollars ($500,000), originating from the remainder[s] of Joint Resolution No. 12 of April 3, 1986.
