(a) The volleyball sports complex located in the Cupey area is hereby named the 'Félix Joglar Rosa Volleyball Sports Complex', so as to perpetuate the excellent sports and social contributions the honoree has made throughout the years.(b) The Secretary of Sports and Recreation shall post a sign at the complex described in subsection (a) of this section pursuant to the provisions of this section. The Secretary is exempted from complying with the provisions contained in §§ 178 et seq. of this title, known as the 'Public Structures and Highways Naming Commission Act'.
