(a) The Structures and Public Highways Naming Commission of the Commonwealth of Puerto Rico is hereby directed to designate the PR Road 149, better known as Manatí Highway, from the Km 0.0 of Road #2 to the Km 12.3 in Ciales, with the name of Fernando 'Nando' Otero Sánchez.(b) The Structures and Public Highways Naming Commission of the Commonwealth of Puerto Rico shall take the necessary measures to comply with the provisions of this section, without being subject to the provisions of §§ 178 et seq. of this title.
